William Ellis

Bill joined VPPSA in 2026 to serve as General Counsel after practicing with a private firm for over 37 years where his work focused on municipalities, public utilities and school districts throughout Vermont. As General Counsel, Bill oversees VPPSA’s legal and regulatory functions, manages outside counsel, and advises executive leadership and the Board of Directors. Bill is a graduate of the University of Vermont and Vermont Law School and is admitted to practice before the Supreme Court of Vermont, the United States District Court for Vermont and the United States Court of Appeals for the Second Circuit.
