VPPSA’s Ken Nolan Elected President of NEPPA Board of Directors
Waterbury Center, Vt. — Vermont Public Power Supply Authority (VPPSA) General Manager Ken Nolan has been elected President of the Northeast Public Power Association (NEPPA) Board of Directors, bringing more than three decades of experience in public power, energy markets, utility operations, and regulatory policy to the regional leadership role.
Nolan has served as VPPSA’s General Manager since 2016, leading the joint action agency that provides power supply, financial, regulatory, legislative, technology, planning, and other shared services to Vermont’s municipal electric utilities.
“Public power utilities across the Northeast, both large and small, are navigating many of the same challenges, from evolving energy markets and transmission costs to reliability, regulation, and the impacts of electrification,” said Nolan. “While our utilities may differ in size and resources, the challenges facing the communities we serve are often remarkably similar. NEPPA provides an important forum for utilities to share ideas, learn from one another, collaborate, and advocate for the interests of the communities they serve. I’m honored to serve as president and look forward to working with our members and partners throughout the region.”
Nolan’s career in public power spans more than 35 years. Before becoming VPPSA’s General Manager, he held several leadership positions at Burlington Electric Department, including Chief Operating Officer/Manager of Strategy & Innovation, Manager of Power Resources, Director of Resource Planning, and Resource Planner.
His work at Burlington Electric included power supply procurement, integrated resource and strategic planning, transmission policy and access, rate design, energy efficiency, information technology, and regulatory and legislative affairs. He also served as project manager for Burlington Electric’s $14 million smart grid project and played a lead role in the acquisition of the Winooski One hydroelectric plant.
Nolan began his career with VPPSA in 1988 as a DSM Analyst and later served as a Utility Analyst, helping member utilities with distribution and transmission planning, regulatory matters, power trading, power supply contracts, and portfolio management.
In addition to his role at NEPPA, Nolan serves on the boards of the Vermont Electric Power Company (VELCO), the Transmission Access Policy Study Group (TAPS), and Hometown Connections Inc.
Nolan holds a Bachelor of Science in Electrical Engineering from the University of Vermont and has completed certificates in Public Utility Management through NEPPA and Legal Essentials for Utility Executives through Vermont Law School. He is also a recipient of NEPPA’s Distinguished Service Award.
