James Gibbons, Non-Voting Director

James Gibbons is the Director of Policy and Planning at Burlington Electric Department (BED) and was appointed in 2024 as BED’s Non-Voting Director, per their Strategic Membership with VPPSA.

The Policy and Planning Team is responsible for wholesale power market interactions, renewability, strategic electrification program design, and long term planning. James joined BED in 2008. Prior to that he worked for almost 20 years at the Vermont Public Power Supply Authority where he was initially responsible for load forecasting and energy efficiency, moved to rates and rate design, and from 2003 on managed the organization’s Power Supply and Transmission activities.
